What is JTC Third Party Build and Lease (B&L) Scheme?

This particular program enables an industrialist to designate a third-party facility provider to create a facility tailored to their requirements and specifications.

After it is finished, the industrialist will rent the building from the facility’s third-party owner. Both parties will decide and agree upon the lease’s terms and conditions.

The industrialist will be the facility’s anchor tenant and is required to occupy at least 70% of the building’s total gross floor area (GFA). Additionally, the anchor tenant must adhere to a minimal Termination Prohibition Period (TPP).

Who are third-party facility providers?

An entity is a third-party facility provider if they:
• Build a facility and lease it to an industrialist; or
• Acquires a facility from an industrialist and rents it back to them

Providers of third-party facilities include:
• Real Estate Investment Trusts (REITs), investment funds or trusts
Possesses a issued Trust Business Licence or a Capital Markets Services Licence by the Monetary Authority of Singapore (MAS).

• Developers
Possesses a proven track record of success in the development of properties. This track record ought to include the developer’s business’s most recent five years.

• Industry Association
Supported by the Economic Development Board (EDB) or Enterprise Singapore (ESG).
